Tottenham pipeline connection moves to engineering stage

New Tecumseth is expected to award a $296,650 contract to RV Anderson Associates Ltd to undertake engineering services in support of the Tottenham transmission main project.

The pipeline project will also include cell upgrades and structural repairs to the Mill Street reservoir to accommodate the transmission main from Beeton.

The pipeline process did not move forward following release of the 2016 water master plan study (WMP) because the Ministry of Environment received an objection from a Tottenham resident related to the preferred recommended solution, seeking instead "an individual Environmental Assessment (EA) to revisit and further investigate the findings of the recommended transmission main." On April 13, 2018, the Ministry ruled the individual assessment was not required and in July the Town issued a request for proposal for engineering consultants.

"The 2016 (water master plan) WMP had identified a preferred transmission main route along the South Simcoe Railway (SSR) as originally recommended in the 2008 Tottenham Secondary Plan, Water and Wastewater Servicing Master Plan Update, and then later carried as part of the 2008 WMP," according to the report to council on Monday night's agenda.

"Subject to the findings and recommendations of the Route Study, a new preferred transmission main route may be selected, and if so, it may be required to update the Ministry of Environment, Conservation and Parks (MECP) to advise them of any proposed changes. Staff will update Council accordingly upon the completion of the Route Study. Following the completion Route study and acceptance of the final route, Staff will bring forward future Capital Budget Sheets and related award reports for Council's consideration for the detail design and construction phases for the Tottenham Transmission Main and Mill Street Reservoir improvements."

Mill Street Reservoir Detail Design.

Year 3 (2020):
Tottenham Transmission Main Construction, Contract Administration and Inspection. Mill Street Reservoir Construction, Contract Administration and Inspection.
