Subdivision proposed in Angus, as Township building activity dropped in

Posted February 6, 2019

A residential proposal that first surfaced about four years ago seeking inclusion in Essa's updated Official Plan, has applied to the Township for planning amendments to permit 375 new housing units at 6275 and 6299 Cty Rd 90, which includes the Green Acres golf course, in Angus.

Essa County Road 90 Development Inc, based in Vaughan has applied to build 165 single-detached units, 30 townhouses units, 150 units in a future mid-rise residential building and 30 future condominium units covering approximately 49 acres immediately west of the 5th Line at Cty Rd 90.

"The objective of the residential land uses is to diversify the site in terms of affordability, density and demographic while maximizing the use of new infrastructure," according the planning application.

The proposal also includes a commercial block, storm water pond, and parks.

Essa's Planning Manager, Colleen Healey-Dowdall, in her report to council notes the application is missing several studies, and recommends not taking further action until the remaining information is provided.

"The missing information is important since Section 27 of Essa's OP currently does not allow new residential plans of subdivision on lands subject to flooding," according to Ms. Healey-Dowdall. "Depending on what flooding information and study materials conclude, the applicant would like the Municipality to amend its OP to allow residential plans on lands subject to flooding in conjunction with the proper safe-guards; based on updating the municipal policy on how the Two Zone Policy and limits are calculated (i.e. traditional method vs. newer method using river depth and velocity of flow)."
